The Butaleja Magistrate’s Court has convicted and sentenced Juma Mulogo, the former Parish Chief of Muyagu Parish, following a plea bargain on charges related to forgery and uttering a false document.
According to court proceedings, Mulogo was found guilty of forging an academic transcript purporting to show that he had obtained a Diploma in Public Administration and Management from Kyambogo University.
The forged document was allegedly used to fraudulently secure his appointment as Parish Chief of Muyagu Parish in Butaleja District in 2021.
The court heard that the accused acted with intent to defraud by presenting the falsified academic credentials as genuine during the recruitment process. As a result, he was able to gain employment and subsequently received a salary under false pretenses.
In its ruling, the court imposed a fine of Shs 1 million on Mulogo. Additionally, he has been barred from holding any government office for a period of five years.
As part of the plea bargain agreement, Mulogo Juma has refunded Shs 3,690,000, representing a portion of the salary he earned while unlawfully holding the position.
The refunded amount has been deposited into the Butaleja District Local Government account.
The case underscores ongoing efforts by authorities to combat fraud and uphold integrity within public service.
Officials have reiterated their commitment to ensuring that all public servants meet the required qualifications and that those who engage in fraudulent practices are held accountable.
